Mortgage allowance scheme

Helps tenants of local authority or approved housing bodies become homeowners. It provides an allowance towards mortgage repayments for the first five years.

Purpose of the scheme

  • Assists tenants and tenant purchasers of local authority dwellings who wish to return their dwellings to the authority and purchase or build a private dwelling for their own occupation.
  • Reduces mortgage repayments over the first five years.

Amount of allowance

  • Total: €11,450, payable over five years.
    • Year 1: €3,560
    • Year 2: €2,800
    • Year 3: €2,040
    • Year 4: €1,780
    • Year 5: €1,270
  • The allowance paid in any year cannot exceed the amount of the mortgage repayments.
  • The applicant must occupy the private dwelling as their normal place of residence throughout the five-year period.

Am I eligible? 

  • Tenants or tenant purchasers of local authority dwellings, or tenants with tenancies of at least one year under the Rental Subsidy Scheme.
  • Must return the existing dwelling in a fit and tenantable condition, free of arrears.
  • Must provide the private dwelling by way of a mortgage loan of at least €38,092.

How can I apply?

The local authority will issue a letter of intent to eligible applicants, indicating qualification for the mortgage allowance subject to the return of the existing dwelling and compliance with the scheme's terms. It is in the applicant’s interest to obtain this letter of intent before committing to the private dwelling.
