What is the Town and Village Renewal Scheme (TVRS)?
The Town and Village Renewal Scheme (TVRS) is a key initiative under Project Ireland 2040, designed to support the revitalisation of rural towns and villages across Ireland. It plays a central role in delivering the objectives of national policies such as Our Rural Future, Town Centre First, and Our Living Islands, by funding projects that enhance the economic, social, and environmental sustainability of rural communities.
The Scheme is funded by the Department of Rural and Community Development and administered through the Local Authorities who work closely with local communities and businesses to develop place-based proposals that can make an lasting impact in revitilising rural towns and villages in County Galway.
The Town and Village Renewal Scheme supports small to medium capital projects which enhance town or village centres. Grant funding can range from €100,000 to €500,000 for projects which align with Our Rural Future and Town Centre First Policy. Final project selection is made by the Department on the basis of proposals shortlisted by Galway County Council.
What the Scheme Supports
The TVRS funds small to medium-sized capital projects that contribute to the regeneration of town and village centres. Typical activities include:
- Bringing vacant or derelict buildings back into use as community spaces or remote working hubs
- Developing parks, green spaces, plazas, and recreational amenities
- Refurbishing existing community facilities
- Supporting vibrant and sustainable communities on Galway’s inhabited offshore islands
- Promoting accessibility, inclusivity, and nature-based solutions
- Enhancing streetscapes and public realm infrastructure
- Supporting local markets and community events
Scheme Components
Main Scheme
Supports capital projects that directly contribute to town centre regeneration. Projects must be located within town or village centres and align with the Town Centre First policy.
Project Development Measure (PDM)
Provides funding for planning and design work to prepare strategic projects for future implementation. This includes detailed design, procurement preparation, and environmental assessments.
Building or Land Acquisition Measure (B/LAM)
Enables local authorities to purchase vacant or derelict buildings or land for future community use. These assets must be developed within three years or form the basis of a future TVRS application.
Streetscape Enhancement Measure
Provides funding to retailers and property owners to improve the appearance of buildings and public spaces in rural town and village centres.
This measure supports works such as:
- Painting and repairing building facades
- Installing traditional shopfronts or restoring historic features
- Adding street furniture, planters, or canopies
- Creating murals or public artwork
- Enhancing signage and lighting
The goal is to boost the visual appeal and character of town centres, encourage footfall, and support local pride and tourism. It also complements broader regeneration efforts by tackling dereliction and vacancy.
Funding is typically administered through local authorities, who invite applications from eligible property owners and businesses in selected towns.
