TASKFORCE REPORT ON THE INTEGRATION OF LOCAL GOVERNMENT AND LOCAL DEVELOPMENT

In 1998, the government committed to a major programme for the renewal of local government. Its aim was to increase co-ordination at local level. As part of the Programme, a Task Force was established to draw up a model for the integration of the local government and local development systems. In this context, the Government decided that Departments were, from now on, to avail of opportunities in their contact with the EU to promote in a positive fashion Government policy to move towards a new far more integrated framework at local level post 1999, and that county strategy groups are to be reconfigured following the report of the Task Force.

Based on its consideration of the present situation, the Task Force recommended movement towards a more integrated system by a series of steps. This process would be supported by guidance from central level, and required organisational readjustments to minimize functional and territorial overlaps.

Their recommendations led to the establishment nationwide of the County/City Development Boards. Established by Government "to address the challenge of local service integration at the county and city level", these Boards represent a new approach to the organisation of local development and the process of decision-making at a county level.
